Two payroll failures hit UAE SMBs harder than any other compliance issue: a botched WPS submission that delays employee salaries (and triggers MOHRE penalties up to 5,000 per employee), and a missed Emirates ID or visa renewal that lapses a residency permit. Both are entirely preventable with payroll software that understands UAE Labour Law. HIBR ERP's HR & Payroll module is built to that brief — it generates the WPS Salary Information File (SIF) in exact MOHRE format, calculates end-of-service gratuity under Federal Decree-Law 33/2021, tracks every Emirates ID, visa, work permit, and passport with 60/30/7-day alerts, and books each payroll run to the GL with the right cost centre and CT classification automatically.
How it works
- WPS SIF generation in MOHRE format. 17 columns, fixed widths, Labour Card / MOL number, IBAN, basic salary, allowances, deductions, net pay. The file is bank-ready — upload it to Emirates NBD, ADCB, Mashreq, FAB, WIO, or RAKBANK through their WPS portal, or use the HIBR integrated submission on supported banks.
- End-of-service gratuity engine. Calculated under Federal Decree-Law 33/2021 on labour relations: 21 days' basic pay per year for the first five years, 30 days' basic pay per year thereafter, capped at two years of total basic salary, with pro-rata for partial years and full handling of resignation vs termination.
- Emirates ID + visa expiry alerts. Track every employee document — Emirates ID, residency visa, work permit, passport, labour card — with alerts at 60, 30, and 7 days before expiry. Alerts route to HR via email and WhatsApp, with a single-click action to start renewal.
- Leave + attendance. Annual leave accrual under Federal Decree-Law 33/2021 (30 calendar days after one year). Sick leave under Article 31. Maternity leave under Article 30. Hijri / Gregorian public holidays. Time-clock or shift-roster attendance with overtime auto-calculation.
- Payslip generation. Bilingual Arabic + English PDF, signed and watermarked, emailed automatically on the 25th. Customers love this — it ends the manual payslip ping-pong on the last week of the month.
- Salary structure templates. Build basic + housing + transport + other-allowances structures, save as templates, and apply to new employees in one click. HIBR handles the basic-salary base used by gratuity and overtime calculations correctly.
UAE compliance details
The HR & Payroll module is built around UAE labour and tax law:
- Federal Decree-Law 33/2021 on the regulation of labour relations (the new UAE Labour Law) — drives gratuity calculation (Article 51), annual leave (Article 29), sick leave (Article 31), maternity leave (Article 30), and overtime rules (Article 19).
- MOHRE WPS guidelines — the Wage Protection System mandates that salaries are paid via approved channels and registered with the Ministry. HIBR's SIF output meets the WPS technical specification and is accepted by every UAE bank operating WPS.
- Cabinet Decision 1/2022 on the executive regulation of the Labour Law — defines the working hours, breaks, weekly rest, and overtime multipliers HIBR applies automatically.
- Federal Decree-Law 47/2022 on Corporate Tax — salaries are a deductible expense in the CT computation. HIBR tags payroll cost by cost centre and free-zone vs mainland for the CT return.
- Federal Decree-Law 29/2021 on Entry and Residence — drives the visa and EID expiry alerts; missed renewals can lead to overstay fines that HIBR's 60-day alert is designed to prevent.
Tier availability
WPS payroll, gratuity, EID/visa expiry alerts, leave, and attendance start on Pro (499/month) for up to 10 employees — the typical SMB scale at this stage. Enterprise (14,990/year) is unlimited employees, multi-entity payroll consolidation, time-clock integration, and advanced HR (performance reviews, learning records). HIBR ERP Lite does not include payroll — small operators on Lite usually outsource payroll to a PRO until they're ready to upgrade.
Use case
Frequently asked questions
Does HIBR submit the SIF to the bank automatically?
On supported banks (Emirates NBD, ADCB, Mashreq NEO Biz, FAB, WIO Bank), HIBR can submit the SIF directly through the bank's WPS API. On other banks, HIBR exports the SIF and you upload it to the bank's WPS portal — a 60-second process.
How does HIBR handle late joiners and part-month leavers?
HIBR pro-rates basic and allowances by calendar days for the actual days worked in the month and adjusts gratuity accrual accordingly. The cessation flow handles final settlement automatically — accumulated leave encashment, gratuity, notice period, and any deductions — with a one-page final settlement PDF.
Can HIBR handle employees on free-zone establishment cards (e.g. DIFC, ADGM)?
Yes. DIFC and ADGM employees fall under their own employment regulations (DIFC Law 4/2020 and ADGM Employment Regulations 2019). HIBR's payroll engine flags free-zone employees and applies the right gratuity rules (DIFC gratuity replacement is via the DEWS scheme; HIBR computes the DEWS monthly contribution automatically).
