Every UAE founder, finance manager, and accountant has the same daily problem: a tax question shows up at 9pm on a Wednesday, the auditor is unreachable, and the answer is buried somewhere in Federal Decree-Law 8/2017, Federal Decree-Law 47/2022, twenty-something Cabinet Decisions, and forty-something FTA Guides. The AI Tax Co-pilot built into HIBR ERP solves this. Ask in Arabic or English — "Can I claim VAT on my company car fuel?", "هل يخضع نشاطي للضريبة على الشركات؟", "Does my JAFZA-licensed company qualify for QFZP if 7% of revenue is mainland?" — and the Co-pilot answers in seconds. The answer is grounded in two corpora: the live FTA legislation (every Decree-Law, every Cabinet Decision, every Ministerial Decision, every FTA Guide) and your own HIBR ledger (the customers, suppliers, invoices, and chart of accounts that make the answer concrete for your business). Every claim carries a citation you can open and check, and the Co-pilot is built to flag uncertainty rather than guess — it accelerates your judgment, it doesn't replace a tax agent.

How it works

  • Powered by Claude with retrieval over FTA legislation. The Co-pilot uses Claude as the underlying language model, with retrieval-augmented generation over a regularly-refreshed corpus of UAE tax legislation — Federal Decree-Law 8/2017 (VAT), Federal Decree-Law 47/2022 (Corporate Tax), Federal Decree-Law 28/2022 (Tax Procedures), and every Cabinet Decision, Ministerial Decision, and FTA Guide.
  • Bilingual: Arabic and English. Ask in either language; receive the answer in the same language. Arabic is fluent, FTA-terminology-accurate, and uses the legal phrasing from the official Arabic texts.
  • Grounded in your ledger. The Co-pilot can read your HIBR data — Chart of Accounts, customer list, supplier list, invoices, expenses — so the answer is specific to your business. "Yes you can claim input VAT on the 1,420 of fuel you booked to account 5240 in March, because [citation]…"
  • Cited, so you can verify. Every answer carries inline citations to the Decree-Law, Article, Cabinet Decision, or Guide it relies on. You can click the citation to see the source text in the original Arabic and the official English translation — and when the law is ambiguous, the Co-pilot says so rather than inventing certainty.
  • Conversation memory. The Co-pilot remembers the question history within a session, so follow-ups ("And if the car is partially personal use?") build on the prior context without you having to restate.
  • Audit log of every question. Every query and answer is captured in the audit trail. If you later need to defend a tax position, you can show the auditor the exact Co-pilot exchange and its citations as part of your evidence.

UAE compliance details

The Co-pilot is a research and information tool — it accelerates legal research and grounds answers in primary sources, but it is not a substitute for a qualified tax advisor for binding tax positions. The corpora it reads include:

Tier availability

The AI Tax Co-pilot is included on every tier. Lite (199/month) includes 50 queries per month — enough for most solo operators. Pro (499/month) is unlimited queries. Enterprise (14,990/year) is unlimited queries plus a dedicated training mode that learns from your past tax decisions and your accountant's preferences over time.

Use case

Abu Dhabi private clinic, 1.7M revenue, dental and aesthetic services. Mix of zero-rated preventive care (covered by Cabinet Decision 56/2017 on healthcare zero-rating) and standard-rated cosmetic services. The founder used to spend the second Thursday of every month with her external accountant arguing about which line items were zero-rated. With the Co-pilot on Pro, every borderline case is answered in seconds — "tooth whitening for cosmetic purposes" returns a 5%-standard-rated answer with citation to the Healthcare VAT Guide, "preventive scaling and polishing" returns a 0%-zero-rated answer with citation to Cabinet Decision 56/2017 Article 2. The accountant calls have dropped from monthly to quarterly.
Tier mapping. Co-pilot is on every tier. Heavy users (accountants, consultants, finance managers) want Pro for unlimited queries. See full pricing.

Frequently asked questions

What's the model behind the Co-pilot?

Claude Opus 4.6 (current production setting) for complex multi-step reasoning, with retrieval over the FTA corpus and your ledger. The model and retrieval pipeline are upgraded as Anthropic releases new versions.

Are my questions and ledger data used to train the model?

No. Your data is never sent for model training. Queries and ledger reads are processed in inference and discarded after the session is closed (the audit log captures the query + answer + citations only). HIBR's data residency is AWS me-central-1 (Bahrain) with cross-region replica in eu-west-1.

Can the Co-pilot answer questions about other GCC tax regimes?

The current corpus is UAE-only — by design, because that's where the depth matters most. KSA, Bahrain, and Oman corpora are on the Phase 4 roadmap.
