HIBR ERP × WhatsApp Business: tax-compliant invoicing and an AI agent that books orders

By Hibr AI EditorialUpdated May 20267 min read

In the UAE, WhatsApp isn't just a messaging app — it's the customer service desk, the storefront, the receipt printer, and increasingly the AI agent. UAE SMBs send invoices via WhatsApp, take orders via WhatsApp, answer pre-sales questions via WhatsApp, and (when done right) recover abandoned carts and dunning queues via WhatsApp. The risk with this pattern is that "WhatsApp invoicing" too easily means a screenshot of a tax invoice sent from a personal phone — which violates Meta's Business Policy, breaks audit trails, and falls below the FTA's invoicing requirements under Federal Decree-Law 8/2017 on VAT. HIBR ERP fixes this by using the official Meta WhatsApp Business API. Every WhatsApp message is from your verified business number, every invoice is a real Federal Decree-Law 8/2017-compliant tax invoice with TRN and supply place, every pay-link goes through a UAE Central Bank-licensed gateway, and every interaction logs to the customer record. Pro and Enterprise tiers also get the HIBR AI Agent — a customer-facing assistant that answers product questions, books orders, takes payment, and escalates to a human when needed.

What this integration does

  • Verified WhatsApp Business sender. Your business profile is verified by Meta; messages carry the green-tick verified-business badge customers recognise. No more "is this really the boutique?" hesitation.
  • Tax-compliant invoice delivery. Send a HIBR-generated tax invoice via WhatsApp as a PDF attachment plus a structured pay-link message. The invoice meets Federal Decree-Law 8/2017 content requirements; the delivery medium is WhatsApp, the legal document is the underlying invoice.
  • Pay-links to UAE gateways. The "Pay now" link in the WhatsApp message routes to Telr, PayTabs, Network International, or Tap — your choice. Apple Pay and Google Pay enabled by default on supported gateways.
  • Order status updates. Order confirmation, dispatch with tracking, delivery confirmation, refund completion — all sent automatically from HIBR via WhatsApp as approved template messages.
  • HIBR AI Agent (Pro and Enterprise). Customer-facing AI that answers product questions in Arabic and English, books orders, generates the invoice, sends the pay-link, and stays within Meta's Business Policy on response windows. Escalates to a human when it doesn't know.
  • Full conversation log to CRM. Every WhatsApp message logs against the customer record in HIBR. When the customer next interacts, the history is there — pre-sales questions, prior orders, support tickets, the lot.

Setup in 15 minutes

  1. Apply for a WhatsApp Business API number. HIBR ERP onboards your business through Meta's Business Manager. Verification takes 2–5 business days depending on documentation; we walk you through.
  2. Connect your existing WhatsApp Business number (optional). If you already have a WhatsApp Business profile on a phone, the number can migrate to the API — your existing chats are preserved with consent.
  3. Submit message templates. Meta requires pre-approved templates for outbound proactive messages (order confirmations, etc.). HIBR provides 12 standard UAE templates in Arabic and English; submit once, approved within 24 hours typically.
  4. Connect a gateway for pay-links. Map which UAE gateway the WhatsApp pay-link uses (Telr, PayTabs, NI, Tap). This drives reconciliation on payment.
  5. Enable the AI Agent (Pro+). Turn on the customer-facing AI; configure product knowledge and the escalation rules; test in sandbox mode before going live.

Use cases

Dubai-based fashion boutique selling on Instagram. Customer DMs on Instagram → Instagram-WhatsApp handoff via the meta business platform → HIBR AI Agent greets in Arabic → customer asks "is the navy dress size M in stock?" → AI checks HIBR inventory live → "Yes, 3 available. 480. Shall I send a pay-link?" → customer says yes → tax invoice generated + Telr pay-link sent → customer pays in 30 seconds → invoice marks paid + ships via Fetchr. Founder reviews the conversation in HIBR; no human ever typed.
Sharjah-based restaurant doing table billing via WhatsApp. Waiter taps "Send via WhatsApp" at POS; customer scans the QR for their table; tax invoice arrives on WhatsApp with a Telr pay-link; customer pays from phone in seconds; invoice marks paid in HIBR before the customer stands up. Cleaner than a paper receipt, better audit trail, faster table turn.
Abu Dhabi-based B2B distributor running dunning via WhatsApp. Customer is 7 days past due. HIBR's dunning engine sends a polite, approved WhatsApp template reminder with the overdue amount and a Telr pay-link. Customer pays from phone; HIBR reconciles; receivable closes. Recovery rate noticeably higher than email-only dunning.
Pricing. The WhatsApp Business integration is included in all HIBR ERP tiers. Lite includes manual one-off invoice send. Pro adds the conversation queue and template automation. Enterprise adds the HIBR AI Agent. Meta charges its own per-conversation fee (typically a few cents per business-initiated conversation) — HIBR adds nothing on top.

Frequently asked questions

Can I send invoices from a personal WhatsApp number instead?

Technically possible, but: (a) it violates Meta's Business Policy and risks account suspension; (b) it leaves no audit trail in HIBR; (c) the FTA invoicing rules under Federal Decree-Law 8/2017 require a verifiable trail. The Meta Business API is the right way to do this in the UAE — and the per-conversation fees are negligible at SMB volume.

Does the AI Agent understand Arabic dialect?

Yes. The HIBR AI Agent handles Modern Standard Arabic, Gulf Arabic, Egyptian Arabic, and Levantine Arabic — plus English. It detects language from the customer's first message and stays in that language unless the customer switches.

What about UAE TDRA anti-spam rules?

The Telecommunications and Digital Government Regulatory Authority (TDRA) enforces anti-spam rules for unsolicited communication in the UAE. HIBR's WhatsApp flow only sends to customers who initiated contact or who consented to receive WhatsApp messages (e.g., at checkout). Outbound proactive messages stay within Meta-approved templates and the 24-hour service window after a customer-initiated message.
